Launceston Pannier Market Car park

Repairs to stabilise the west retaining wall at Launceston Pannier Market car park, are due to commence on 4 January 2022 and are expected to complete by around the end of March.

The heritage-protected masonry wall has deteriorated over time and is leaning away from the carpark itself, towards the road. We will stabilise it using existing materials and in-keeping with the original structure. A scaffold will be erected on the footway and a section of Race Hill will need to be closed from the junction on Southgate Street, to just below the entrance of the carpark. Pedestrian access will be maintained through the repairs, but no vehicular access. The carpark will remain open throughout, accessible from the top of Race Hill.

Vegetation will be removed from the road-side of the wall, and sections rebuilt and repointed as required. Following this, the wall will again be secured using a scaffold support, whilst we excavate on the carpark side, down to the level of the existing footway. A new concrete wall will be built on the inside, the excavation back-filled then further stabilisation installed with a permanent barrier and concrete slab. The carpark bays will then be resurfaced and white lines applied. 

We do understand that this will represent some inconvenience to those living or operating businesses nearby, but the repairs are essential, and we will do our best to keep the disruption to a minimum. During the short excavation period, there will be some unavoidable noise disruption, then again as the excavation is filled in readiness for the tarmac. Whilst adverse weather conditions can sometimes affect progress, we aim to complete the works and reopen the road as soon as is possible.

Update March 2022

Following prolonged protection work to the storm and fouls sewer behind the car park wall, we have been granted an extension to the Race Hill road closure, until 15 April. Thereafter the road will be open and we will continue the repairs from within the car park. We aim to complete these West Wall repairs towards the end of May.

The car park remains open throughout the works (with slightly reduced spaces to allow for our compound, and the larger Cornwall Council car park next to it, fully open), and we will continue to make every effort to minimise disruption to those nearby. We are very grateful to everyone for their support and patience, whilst we carry out these essential safety works to one of Launceston’s heritage protected structures.
